Jean Logan has a unique ability to bring together funders, people in need and effective program design to produce tangible benefits for clients. She has convened a number of successful community efforts to redesign fragmented services into partnerships that "wraparound" people with significant needs. She is well-respected for an unusually wide-range of experience developed over 30 years working in elder services, child welfare, juvenile justice, prevention and early intervention programs for children, as well as primary health care, mental health and disability programs. She understands how these resources can connect on behalf of people in need. She is the founder of Strategic Partners, a public services redesign firm which marks is 20th birthday in 2011.

Her major focus in all of her successful initiatives has been the re-engineering of program operations for measurable results, and utilizing technology to enhance effectiveness. Funding organizations have tapped her expertise many times to develop credible strategic directions for their organizations.
  • developed first countywide planning, needs assessment and funding analysis for human services in Miami for the Alliance for Human Services, which dramatically improved the ability of public and private funders to target and prioritize their investments and avoid duplicative funding;
  • chief architect for the business, technology and program infrastructure of The Children's Trust in Miami (FL), a new children's independent taxing district, providing more than $80 million in new resources to support evidence-based children's programs within 18 months of startup;
  • incubated startup of the Community Options Program in Milwaukee (WI), one of the first successful wraparound programs for individuals with significant disabilities and the elderly;
  • redesigned children's mental health services in Broward County (FL); and integrated multiple agencies in Miami into a seamless early intervention program for children with disabilities;
  • developed evaluation tools for United Way of Metropolitan Atlanta's community investment department, creating quality criteria for corporate volunteers' to use in awarding funding for priority initiatives.
  • created strategic plans for the aging of the Baby Boomer generation for both Miami-Dade and Broward counties (FL), creating a road map for these communities to anticipate the requirements of this expanding population ;
  • prior to the availability of MIS tools, initiated a statewide management report to project both fiscal and client utilization for Children, Youth and Families, Florida Department of Health and Rehabilitation Services, which greatly improved caseload forecasting accuracy within the first year of use

Ms. Logan is a graduate of Harvard University's Executive Program for State and Local Executives, and has contributed her knowledge and experience as a senior government manager, advocate and community volunteer at local, state and national levels. She has served on local healthcare, transportation and child welfare boards, is a founder of several coalitions to advocate for the underserved and disadvantaged, is a member of the "Wall of Honor" of Catalyst Miami, and received the "Volunteer of the Year" award in 2003 from the Miami-Dade County Ethics Commission.
